Explosive ordnance contamination is a cost or risk factor in subsoil preparation. The proof that the project areas are free of explosive ordnance is provided by the developer. This proof is currently not subject to any known standards or quality assurance. There is no clearly assigned responsibility for this issue in the EEZ. When developing the building ground, the following aspects must be taken into account with regard to the risk scenario of explosive ordnance contamination:

  • Occupational safety of employees
  • The protection of material assets (technology and equipment)
  • Planning security for costs, avoidance of standstill and associated compensation payments

In this context, the following further quality criteria were discussed:

  • Extensive source research
  • Traceability and transparency
  • Source evaluation with expert knowledge
  • Analysis of factors influencing positional inaccuracies
  • Assessment of risks in connection with further planning conditions

Historical exploration is a necessary prerequisite for comprehensive preliminary exploration in order to obtain a comprehensive picture of the situation on the seabed and as a basis for technical exploration and to be able to better identify and explore possible hazards in order to avoid risks to personnel, equipment and project planning.
