M&P represented at the 22nd Lower Saxony Soil Protection Forum

On 2 November 2023, the 22nd Lower Saxony Soil Protection Forum of the Niedersächsische Gesellschaft zur Endablagerung von Sonderabfall mbH (NGS) took place in Hanover in cooperation with the State Office for Mining, Energy and Geology and the Lower Saxony Ministry for the Environment, Energy and Climate Protection. Presentations on current developments in the field of soil protection are intended to inform all interested parties who come into contact with this topic in their day-to-day work. This includes those responsible for remediation, experts from administration and science, municipal representatives, experts and, last but not least, the numerous companies active in this field.

The morning lecture block began with current developments in recycling management law at both national and European level. Following the entry into force of the Mantelverordnung on 1 August 2023, initial experiences and currently developed assistance for the enforcement of the Substitute Building Materials Ordinance and the revised Federal Soil Protection and Contaminated Sites Ordinance were reported on. The subsequent presentation dealt with the current landfill situation in Lower Saxony, which is also facing new challenges, particularly as a result of the Mantelverordnung. The morning concluded with news from public procurement law, in particular price developments and delivery times due to the economically challenging last few years in the wake of the pandemic and the war in Ukraine.

The lunch break was used for stimulating discussions on the specialist topics and experiences heard, e.g. in relation to the Substitute Building Materials Ordinance and the revised Federal Soil Protection and Contaminated Sites Ordinance.

The afternoon began with a presentation on the implementation aid for Sections 6 - 8 of the Federal Soil Protection and Contaminated Sites Ordinance. The requirements for the use of non-mining materials in surface mining were then explained using practical examples from Lower Saxony. This was followed by the presentation of a project by Mull und Partner Ing.GmbH on the conversion of land close to the city centre in Osnabrück. The question was raised as to whether this construction project represents a strategy for a better urban climate and sustainability. The afternoon and the event concluded with a presentation on the current progress of the "Dethlinger Teich" defence waste site in the Heidekreis district. This is an extensive project, which is being supported by two M&P Group companies - Burmeier Ing. GmbH and Mull und Partner Ing. GmbH.
