Line information

During the exploration of soil and groundwater, the ground is interfered with to a not inconsiderable extent, e.g. by sinking small pile-driven boreholes and pile-driven soundings, setting pile-driving levels or digging trenches.

True to the motto "It's dark before the hoe", only a limited statement can be made about drilling obstacles in ground interventions. Drilling obstacles occur in the form of field stones, construction debris, burials, etc. It is also important to point out lines, cables and ducts, as in case of doubt they may still be live or under pressure and any damage caused by earthworks can lead to high follow-up costs.

For this reason, it is urgently recommended to make a pipeline enquiry before starting exploration measures in order to exclude possible damage to pipelines or to relocate starting points in an appealing manner.

However, researching the corresponding pipeline operators is usually time-consuming, especially since there is no superordinate cadastre in which all supply and disposal companies are shown according to their supply area. Furthermore, the number of supply companies is extremely high, with over 2,400 companies. Not every supply and disposal company also operates its own network. However, there are 883 electricity grid operators in Germany alone.

The search for the grid or pipeline operator responsible for a study area alone is therefore hardly feasible in a reasonable amount of time. Especially since the response times can vary from a few hours to several weeks, regardless of the size of the network operator.

The solution to this problem are offers from service providers who forward corresponding line requests to a large number of network operators.

The Federal Information System for Line Searches (BIL for short) is an online information portal that makes it possible to submit line queries free of charge. BIL was founded in 2015 as a non-profit organisation and can now forward enquiries to 101 line operators.

The BIL request portal focuses exclusively on the core process of the request by intersecting the geographic and alphanumeric information of the construction or planning measure with the operators' - but invisible - areas of responsibility stored in BIL. BIL requires the spatial input of the construction area as a polygon. The enquirer must also indicate the type of construction measure via the portal. BIL provides a list of different structural and civil engineering measures for this purpose.

Based on the request information, BIL generates a legally secured positive and negative list. The responsible operators receive the information from BIL when the responsibility is analysed, check their own affectedness on the basis of this information and communicate all information via the BIL portal. In this way, the operator remains responsible for the assessment of affectedness, and its plan information generates the relevant information for the enquirer.

BIL thus makes it possible to provide centralised line information to the network operators concerned without having to keep the data themselves. This also ensures that the data on which the line information is based is always kept up to date by the operator.

The users of the BIL platform receive feedback, in accordance with the feedback from the network operators to BIL, as to whether and where in the study area lines are affected by the planned measures.
