Remediation plans/concepts after carrying out investigations relevant to contaminated sites

WHAT-WE-DO: In Germany, remediation plans or concepts are often required, especially for larger construction projects, after completion of a preliminary investigation relevant to contaminated sites. As the MuP Group, we draw up remediation concepts for our clients throughout Germany in accordance with the BBodSchV, as well as remediation plans in accordance with § 13 BBodSchV. The main difference for the client between a remediation plan or concept is that a remediation plan is declared binding by the competent authority.

Within the framework of a remediation plan/concept, it is essentially a matter of defining remediation areas and on-site soil management. As soon as hazards due to high pollutant levels for groundwater, humans or plants cannot be ruled out in preliminary contaminated site investigations, the areas are to be remediated. The areas are delimited in advance by a detailed investigation so that the extent of damage is known. In the remediation plan/concept, these areas are identified and graphically represented in the form of sections. The contaminated masses are also determined. In addition, occupational safety measures are discussed in order to avoid accidents during the earthworks.

Furthermore, soil management is addressed in a remediation plan/concept. This concerns internal soil relocations on a site. The development plan is decisive in the case of soil material placement. Higher LAGA classifications may be installed under sealed surfaces than, for example, in green areas. However, this is also dependent on the local conditions - such as the groundwater level - and is discussed in advance with the responsible authority.

Shortfalls in a possible raising of the ground surface are also addressed in the remediation plan/concept. The installation values are also addressed in this context. If necessary, an additional water law permit must be obtained for an external delivery of soil materials.
